VAT-Refund

You pay the VAT in the store, ask for an invoice in your name and upload it. We have the exemption validated by FPS Finance and recover the VAT from the store for you.

How the refund works →
Step by step

How the VAT refund works

Six steps, of which you do two. You follow every step live in the app.

  1. Ask for a VAT-inclusive invoice in the name and address of the main account holder. A till receipt or an order form is not enough.
  2. Upload it in the Diplomatic Card app (camera icon) or in the Client Portal (pdf, jpg or png).
  3. We check the invoice and submit it to the VAT administration for validation.
  4. FPS Finance validates the exemption and issues an E-Certificate. At the end of the week we send the refund request to the store.
  5. The store repays the VAT to us. By law it has two months to do so; with PRIME we keep chasing slow stores.
  6. We pay you. PRIME: at the end of the month in which the store repays. Basic: six months after the store has repaid.

Your first invoices are validated from the first day of the month after you subscribe. Switching from another provider? FPS Finance applies a transition period of two months.

Checklist

What the invoice must contain

A correct invoice is the only thing that can slow a refund down. Check it at the counter, before you leave the store.

On the invoice

  • A unique invoice number and the date of purchase
  • Your full name, also when your spouse made the purchase, and your personal address
  • The store's name, address, VAT number, phone and e-mail
  • A description of the goods
  • The total excluding VAT, the total including VAT and the VAT rate

Not accepted

  • Till receipts, tickets and order forms
  • Handwritten details or corrections on a printed invoice, not even a corrected address
  • Purchases below 125 euro excluding VAT per invoice (151.25 euro at 21%, 132.50 euro at 6%)

Not sure? Upload it anyway: we check every invoice and tell you what to do if something is missing.

Eligible purchases

Which purchases qualify

VAT-Refund applies to movable goods for your personal use and that of your registered family members. Goods that become immovable, services of any kind, food and beverages are excluded. The minimum is 125 euro excluding VAT per invoice.

Your privilege depends on the reciprocity rules set by the Belgian VAT administration, so it can differ from one Mission to another. Your Protocol Office knows what applies to you.

Family members registered at the Protocol with an MFA ID card, over 18 and without Belgian nationality, share your privilege: their invoices are made out in your name. Purchases in another EU member state and the purchase of a car follow the Certificate 151 procedure.

Basic or PRIME

When the VAT reaches your account

The payout month depends on when the store repays the VAT, not on the day you upload. Stores have two months by law.

Questions

VAT refund for diplomats, answered

Can diplomats get a VAT refund at any store in Belgium?

Yes. With Diplomatic Card you upload the invoice of any store in Belgium and we recover the VAT for you after validation by FPS Finance. In 550+ connected stores you do not even need a refund: you pay 0% VAT at the checkout.

How long does a VAT refund take?

Stores have a legal period of two months to repay the VAT. With PRIME you are paid at the end of the month in which the store repays; with Basic six months after that month.

What is the minimum amount?

125 euro excluding VAT per invoice, which is 151.25 euro including 21% VAT or 132.50 euro including 6% VAT.

Is there an app to submit invoices?

Yes. Diplomatic Card is the only VAT service for diplomats in Belgium with its own mobile app, available for iPhone and iPad; Google Play follows soon. You can also use the Client Portal on a computer.

What if an invoice is rejected?

If something can still change the outcome, we e-mail you what to do. The reason is in the app and the Client Portal. Upload a new declaration with the corrected document rather than the same invoice again.

Can I switch from another provider?

Yes. Tell your current provider that you end the contract, with us in copy, and register with Diplomatic Card. FPS Finance applies a transition period of two months before new invoices are validated.
