How the C151 service works →The invoice must show VAT so it can be validated by the FPS Finance. Once validated, the supplier issues a credit note and a new VAT-exempt invoice, or the VAT is refunded via C151.
Through Peppol, the portal or a copy to info@diplomaticcard.be. There are 28 categories of expenditure within Official Use. You do not need to know which invoices qualify, that is our job.
Your supplier sends the electronic invoice via Peppol and a copy reaches our platform automatically. We have it validated by the FPS Finance before the due date, the supplier issues a credit note and a new VAT-exempt invoice, and you pay 0% VAT. Six steps become three and the reimbursement procedure disappears.

For invoices that cannot be exempted up front, the VAT is reclaimed with Form C151. You no longer fill it in: our platform completes it from the invoice data.

The account is registered to the Mission as an institution. Several authorised staff members can each have their own access, with specific restrictions configured on request, and every invoice is tracked from receipt through validation to settlement.
For an Embassy the registered number may be a general Mission mobile number. More than one card and number can be linked to the same account.

Yes. To apply the exemption, the value of the goods per invoice must be at least €125 excluding VAT. Separately, you can set your own minimum VAT threshold below which invoices are not submitted at all.
No. The exemption is subject to the usual reciprocity in diplomatic, consular and international relations, and certain categories are excluded. We filter every invoice you send us and identify which ones are eligible.
Services are priced per service and per Mission. Peppol e-invoicing is free of charge and falls under your E-Certificate and C151 rates, and C151 generation is free of charge too. Our support desk explains what applies to you.
Yes. The VAT exemption is based on Article 42, §3 of the Belgian VAT Code, and validation runs through the FPS Finance VATVEE platform. Diplomatic Card Services Belgium is accredited by the FPS Finance (E.T.122.729).
